The program is called Insite. I think it is only available to dealers though. I did check out the website and there is no listing for Insite directly, they just say to contact your local distributor. If you are serious about buying Insite you should contact an actual Cummins shop, not a dealership that is authorized to do Cummins warranty.
Insite is a Windows XP, or Vista based program. You would install it onto a laptop, you will have an interface box that will plug into the diagostic plug in the truck and also into the laptop. The interface box will likely be 'Inline 5'. Insite is a very powerful program. Changing road speed is only the tip of the iceburg. But I think it is the only true Cummins program that change parameters.

There are other cheaper readers that only read, and cannot write to the ECM. I am not sure of the price, but don't be surprized if Insite is around $2000. The Inline 5 box is about $700. With a good laptop I think you would be looking at somewhere between $3-4000. We have had many customers like you in the same boat that travel across North America and are forced to be programmed at 65 because of Ontario, when many other parts of the nation are allowed to go faster.
We have had some drivers that are just about ready to spend the money and get their own computer. I actually haven't heard much about it lately. I will certainly ask next time I go in! What they are trying to do probably is they like to control who gets the software, keep in mind there are also ways find out who (what computer exactly was used, they trace users computers by giving them PCID numbers) was doing latest changes to the ECM. Then there is that free software called Powerspec which you can download from their website, but you need to get licence from Cummins (its just password) to be able to upload changes to the ECM.
